CaoCao Inc. Activates 3,600 Robotaxi Pick-Up and Drop-Off Points as High-Density Network Accelerates Scale-Up
CaoCao Inc. today announced new progress in its Robotaxi operations: the company has activated more than 3,600 virtual pick-up and drop-off points across Hangzhou’s Binjiang District and the central area of Xiaoshan District, achieving near full coverage of major roads, office buildings, and entrances to residential and mixed-use communities within the operating area.
The high-density network is built on CaoCao’s deep analysis of extensive mobility data in Hangzhou. By precisely identifying high-frequency demand zones, the company has developed a structured and efficient set of virtual stops, helping ensure the network’s commercial viability. The demand-driven stop planning not only makes it easier for riders to access Robotaxi services, but also significantly improves dispatch efficiency—an important step in moving from pilot operations toward scaled commercial deployment. CaoCao said it will continue expanding its operating area in Hangzhou and further increase the number and density of pick-up and drop-off points to accelerate large-scale rollout.

Backed by a decade of mobility operations experience and extensive data accumulation, CaoCao has developed a Robotaxi stop-network solution designed for rapid replication and expansion. As of June 30, 2025, CaoCao’s services had expanded to 163 cities nationwide, and the company operates the country’s largest self-operated purpose-built vehicles fleet of its kind. Its well-established service system provides a solid foundation for Robotaxi deployment and scaled expansion.
CaoCao’s Robotaxi fleet in Hangzhou has now reached 100 vehicles. As the fleet continues to grow, the company will further validate service reliability, refine operational processes, and enhance the user experience. CaoCao has also brought the world’s first Green Intelligent Mobility Hub online in Hangzhou. Integrating automated battery swapping, automated cleaning, vehicle preparation, intelligent dispatching, and automated billing and settlement, the hub continues to provide operational support for the Robotaxi fleet.
In addition, the CaoCao Intelligent Mobility RAS Remote Safety Service Platform is now in operation. The platform supports Robotaxi journeys through emergency-call response, real-time remote assistance, autonomous-driving takeover when necessary, and end-to-end safety monitoring—helping safeguard passenger safety and the overall travel experience. The RAS platform will serve as a cloud-based safety and operations hub, supporting a smooth transition from in-vehicle safety drivers to cloud-based remote oversight.

CaoCao is also working with Geely and relevant partners to develop a fully purpose-built Robotaxi model pre-equipped with dedicated autonomous driving hardware and software. The vehicle is set to debut this year, and the company aims to deploy 100,000 of these vehicles cumulatively by 2030. Green Intelligent Mobility Hubs will be rolled out in tandem with the expansion of the Robotaxi business, providing automated operational support across a wide range of operating scenarios and, together with partners, helping to build an integrated “sky–ground–space” mobility ecosystem.
